The State Agricultural Register, colloquially referred to as "Diia" for agrarians, began operations in August 2022 and has become an indispensable platform for supporting Ukrainian agrarians, facilitating access to assistance from the state, international organizations, and banks. The register operates similarly to agricultural producer registries existing in all EU member countries, offering registered users the ability to freely and transparently apply for state subsidies, targeted subsidized loan programs, loans, and technical assistance from the European Union and other international donors, subject to their mandatory requirements. Beyond convenience, transparency, speed, and accountability in the administration of agricultural producer support, the register also provides a powerful analytical tool for analyzing the actual state of agricultural production and the status of its producers.

I would like to thank Breeze Soft for successfully delivering the contract within the framework of the State Agrarian Registry (SAR) platform. The project focused on expanding SAR functionality to support the new EU-backed PSG programme. The scope included: Extending application processing with tools to manage and adjust lists of plots and animals; Introducing electronic signing of applications and grant agreements; Developing templates for core documents and beneficiary registries; Implementing payment control and monitoring mechanisms; Adding mapping and filtering features for submitted plots; Creating a new grain-tracking module with dedicated user offices for farmers, analysts, and auditors. Breeze Soft carried out the work professionally, on time, and with high technical quality. Their team demonstrated flexibility, responsibility, and strong problem-solving skills while meeting complex business and regulatory requirements. We have known the Breeze Soft team for many years and enjoyed working with them on a number of cases. One of the major projects where we had Breeze Soft as our subcontractor was the implementation of the Modernization of Real Property Registration and Cadastre project for Uzbekistan (2020-2022). The implemented largescale system, known as UZKAD, was successfully developed and launched for 3,000 concurrent permanent users processing tens of thousands of applications daily, and which today serves as the core of the national cadastral platform. UZKAD is responsible for storing, processing, and providing access to official records on objects, subjects, and related rights and restrictions. The system contains structured data on land plots, buildings, zones, and servitudes. Its functionality includes record management through regulated processes, change history tracking, search, filtering, extract generation, and analytics. Data access is role-based and carefully respects user permissions. We highly recommend Breeze Soft as a reliable partner and look forward to implementing many more projects together in the future.

The Breeze Software team successfully delivered the development and implementation of a Statistical Module for analyzing the crop history of land parcels and generating analytical reports. Within the project, large volumes of geospatial data were processed (tens of millions of land parcels with multi-year history), along with the implementation of analytics and visualization tools. Breeze Software demonstrated a high level of expertise in GIS and data-driven systems and proved to be a reliable partner for the delivery of complex integration projects.
